As Senate Majority Leader Andrea Stewart-Cousins put it yesterday, New York is now "approaching the end of the end" of this year's (as usual) deliriously undemocratic budget process, during which a cabal of officials from the governor's office and the leaders of the State Senate and Assembly meet in secret and decide not only how billions in taxpayer money will be spent, but make major policy decisions outside of the regular legislative process. But nevermind all that—the major points of disagreement have been taken care of, and the budget should be voted on in the coming days.
