A federal monitor's letter sent Monday says the department failed to audit the unit's stops, searches, and frisks for three years.

For three years, the NYPD failed to audit stops and searches made by a specialized unit to make sure they complied with basic constitutional standards, as it was required to do, according to a letter filed in federal court Monday.
