A bill that would require the most dangerous drivers in New York City to install speed limiters in their cars is facing a major obstacle to being passed in the state budget: New York State Assembly Speaker Carl Heastie.
That's according to three sources who are familiar with the budget negotiations, who all asked for anonymity to speak candidly about the secretive budget process. One source told Hell Gate that much of the Assembly seems to be on board with the Stop Super Speeders bill, but not the speaker himself. "It's like one guy who doesn't like this stuff, and unfortunately that one guy is the most powerful guy in the State Assembly," they said.
