If you've abandoned Twitter for another social media platform, you probably haven't seen this post from Governor Kathy Hochul's official Twitter account, but you might understand the context.
It's a photo of a bottle of Saratoga Spring Water and a banana next to a place card with the governor's name, captioned, "Gearing up for the latest round of budget negotiations!"

The governor's tweet is a reference to a video from a Miami-based "online coach" Ashton Hall that went viral over the weekend. In his video, Hall takes us through his supposed grindset morning routine, which starts with him waking up at an eye-watering 3:50 a.m. and includes him diving in his apartment's shallow rooftop pool, taking an extremely fake-sounding business call, dunking his face in a bowl of iced Saratoga Spring Water, and rubbing a banana peel on his face after eating it, presumably for skincare reasons. If you haven't seen it, watch it. It's really funny.
Governor Hochul's social media team wasn't the only New York government entity to get in on the joke, but it is arguably the most irritating example. (The New York City Department of Sanitation version, by contrast, is just sad.)
